arrangements with the Government of the Dominion of Canada for the turning of the surplus waters of the Mouse River at the expense of the United States in the manner suggested in these resolutions thereby saving the citizens of this State from the damage and devastations caused by the flooding of this river. BE IT FURTHER RESOLVED: That the Secretary of State be instructed to send a copy of these resolutions to the President, to the Secretary of State, to the Senate of the United States and to each of our Senators and Representatives in Congress. CHAPTER 84.

CONCURRENT RESOLUTION.

A Concurrent Resolution to Provide for the Creation of a Special Committee to Investigate and report on Legislation Necessary for the Relief of Floods. WHEREAS; Much damage is done by floods in the valley of the Red River of the North and its tributaries, and also in the Mouse River Valley and the Des Lacs Valley; and

WHEREAS; The Governor of our State has recommended in his annual Message that serious consideration be given to this prob- lem; and

WHEREAS; Intelligent action is not possible without accurate information, and through uniform action with other states and the Federal Government; now therefore

BE IT RESOLVED; That, if the Senate and House Drainage and Irrigation Committee; in joint session, shall deem it advisable; they are hereby authorized to create a Special Committee to investi- gate this problem and report their findings back to both the Senate and House Drainage Committees for their information and guid- ance. The Special Committee to be at all times under the control and jurisdiction of the Joint action of said Senate and House Irrigation Committec, with the following general duties, and, under the following limitations.

The Special Committee may be authorized to meet with organ- izations having this project under consideration, or to meet with representatives of the States of South Dakota and Minnesota, and of the Federal Government, provided that such meeting shall be held at a point not farther than St. Paul, Minnesota. Provided further that the committee shall not exceed five in number, and in the case of Members of the Legislative Assembly or Officers or Employees of the State of North Dakota, shall be entitled only to actual traveling expenses. Should any member be chosen on Com- mittee not in the pay of the state, the Committee is authorized to pay such member, or members, a reasonable per diem and actual traveling expenses.
