even in time of peace. The revival and growth of German industry and commerce after the war will, it is urged, enable Germany to prepare for another war. We must therefore do all we can to prevent that revival and retard that growth. Moreover, German business men subordinate their private profit-seeking to political ends, dumping goods, invading markets, driving wedges of finance, in order that the "economic domination" thus obtained may be placed at the service of a powerful aggressive State. This State they see combining with and subjugating its neighbours, so as to form a powerful political and economic system of Central Europe, which will reach out its commercial and financial tentacles so as to drag in other neutral countries. This huge menace of a future German world-power, political and economic, and, when the time comes, military, is paraded before the heated and confused imagination of our people by our New Protectionists.
