Japan and the Federal Republic of Germany, desiring to strengthen the existing cultural relations between their two countries, have agreed to conclude a Cultural Agreement to that end, and have appointed as their plenipotentiaries:
Japan:
- Mr. Nobusuke Kishi, Minister of Foreign Affairs of Japan;
The Federal Republic of Germany:
- Dr. Walter Hallstein, State Secretary of the Ministry of Foreign Affairs,
who, having exchanged their full powers found in good and due form, have agreed upon the following provisions:
Article 1
(1) The Contracting Parties shall endeavour to promote and facilitate the study in their respective countries of the culture of the other country, in particular by means of
- (a) The circulation of books, periodicals and other publications,
- (b) Lectures, concerts and plays,
- (c) Art exhibitions and other exhibitions of a cultural nature,
- (d) Radio programmes, recordings and similar media,
- (e) Scientific and educational films or films of a cultural character.
(2). The Contracting Parties shall endeavour to promote the translation and circulation of literary and artistic works.
Article 2
The Contracting Parties shall endeavour to encourage the interchange of university teachers, research workers, students and other persons engaged in cultural activities.
Article 3
The Contracting Parties shall endeavour to promote in the universities and other educational or scientific institutions of their respective countries the develop-
