Etymology
Borrowed from Latvian valoda (“language”).[1] First attested in 1989 as воло́да (volóda), when the word was introduced by newspaper “Zbudinnje” into West Polesian microlanguage.[2][3] By surface analysis, володі́ти (volodíty, “to own”) + -а (-a), literally “what they own and can speak”.
