By surface analysis, spott (“spit”) +‎ styver (“stiver, low-value coin”). Likely derived from German spotten (“scoff, jeer, mock”, verb); compare with Swedish bespotta (“to mock”). Thus literally, “a mockingly low sum”. First attested in 1805.
